Must Read the Global Counterinsurgency
We have distilled the keys to a successful counterinsurgency down to five equally vital pillars: 1) targeted military force and security, 2) intelligence, 3) law enforcement and the rule of law, 4) information operations, and 5) civil affairs and development. Taken together, these five pillars constitute the essential framework needed to guide America’s post 9-11 national security policy. It must be understood that this is distinctly not a military policy, nor a policy to guide the Department of Defense (DoD). This is a National Security Policy, for which we must re-focus the entire national security and foreign policy apparatus.
